Im having the same problem . Click the Scroll… It is consumed… Then Nothing. No points to reallocate.
Same problem with my account too. Used up a skill reset scroll and nothing happened. I thought I was lagging, but it was true. Does it have to do with not having any points to allocate before the use of the scroll?
It works,you just have to re-log or change map.

I got the same problem. I relogged and all of my points were refunded back, so relogging works.
It’s still a tad confusing though ain’t it? Especially being that it uses those icoins.

happened to me as well,had to create another character instead -_-
You need you relog. That’s how it work in KR too.
Pretty inconvenient should make it instantly take effect.
At least it should ask the player to relog to apply the effects or say it on the item’s description.
Had this problem, relogged, now I always log in with a black screen and the hud.

Didnt work for me either and wasted 10 Icoins.
You just need to change location or channel, i think this isnt a bug because if you could change skills instantly, people would exploit it.
