There is your Black Colifly that drops stamen that is used for a plethora of recipes, 1-h spears included.
i saw it and i will check it,but the name of the item is Colifly Stamen,not Black Colifly Stamen. Though Shell was avaible in a 230*map.so let me look at this
Check list of recipes that use Colifly Stamen. If you find your recipe there, then it is one you need.
P.S. why would you need that lv220 white spear?
Databases say you can get to “Extension” via:
Inner Enceinte District > Sentry Bailey > Drill Ground of Confliction > Resident Quarter > Ruklys Hall of Fame > Extension. (at least you are able to navigate this way from “Extension”, it is possible that portal is missing for now)

you cant go to Extension,cause it must between ruklys and eva,but theres no area.its the same with Barha Forest. not avaible.i try to kill some more of that npc,but i dont think thats the right npc.
so,i get a Stamen drop,buts that not the right one
You could ask an Oracle to change a monster until you get the one you need, then change its loot until Black stamen appears in drop… but that could take ALOT of time.

but maybe a Gm can hex me a Black Colifly Stamen in my inventory,or they can drop some in the AH for a cheap price.i mean they did a mistake,so would be nice,when they will fix it
