Yes thats true, but I think the idea here is maximizing the circle you end up choosing. Ofcourse you can play without ww cards obviously, but Rogue only gets to be efficient if you do end up getting that crit chances increased otherwise it ends up a gimmick class.
More so, I am speaking in the context of pve, which we know getting to the back of every single mob is impossible except for bosses. Hence, the ww cards.
