My laptop is about four years old and runs Windows 7. I’m thinking of getting a regular Desktop PC with dual monitors. I don’t have experience with Windows 8 or the ‘new’ Windows 10. Any tips on decent non-overpriced PC? Is Windows 10 any good? Thoughts? I have a fresh bucket of cyber cookies~

From what I’ve heard Windows 10 is okay. There is the issue of software it installs that basically spies on you, but you can turn that off easily. Instead of buying a PC, I’d recommend that you build one. It’s the best bang for your buck, and it’s also fun unless you happen to be completely computer illiterate. The site that WatchGintama linked is great, pcpartpicker.com. It will help you avoid compatibility issues.

I’m hoping to spend no more than $1,200.
My PC was $800~. The other accessories (monitor etc) add to the cost.
Honestly, the one Segata proposed is good but don’t buy the g710. I have it and it’s really money thrown out the window, worst keyboard I ever had - and that’s including 10 dollar ones.
The keys break soo fast it’s not even funny.
You’ll have to add a monitor to that, I use an iiyama myself. A mouse I guess aswell and headphones.
Mouse I’d propose logitech, I use a g502 and I haven’t had any complaints.
Headphones go with sennheiser, I know razor might be tempting but they really spend too much money on advertisement and not enough on the product itself.
Pick something and see what that adds up to.
Edit: for some reason his build doesn’t add either the cpu cooler or the processor into the price, not sure why - the price might actually be higher then Gintama’s but I’m not a fan of radeons, always problems with their drivers.

Could go to cyber power systems and “build” a PC. As in, select the parts you want and have them build it for you. 
I’m not very good when it comes to understanding computer ‘innards’ 
You should build your own. It’s really not that difficult and you could save a lot of money, plus it’d be a good learning experience. Only downside is it can be really tedious and frustrating when initially building it if you aren’t patient but it pays off remarkably in the end.
Either buy a standard $500 PC that can’t really do much in terms of gaming or build one for the same price that can max out MGSVPP for example. My computer can and I built it for $650 over 2 years ago. It’s not about how much bang you get out of your computer as much as it is about how much you get out of your buck. Go save some money as well as the trouble of fixing a computer you don’t understand since you didn’t put it together. But if you build it yourself correctly then it shouldn’t break down in the first place as opposed to a factory that builds thousands of these in a day 
Fun fact: My computer effectively paid itself off thanks to sales for games that I would normally play on console since my computer wouldn’t be powerful enough. Up until I built it, of course.
