Another Scout 3 Help: A3 or A2R1?

I am going to build a scout 3 to fund my other characters, also trying to build around a viable build for future ranks, but I am not certain of the path before and after it.

A3: more hits on multishots, plus twin arrow.
R1: steady aim possibly be better on future ranks, plus barrage for easier leveling.

Str or dex? with around 30 cons, of course.

Also, rank 7 and 8 choice, what would you recommend, and why?

I would appreciate any inputs and suggestions.
