So, I played ToS a little bit in the past and today im here to ask if its worth to start playing again… Considering ill be playing with a fresh account and I dont intend to put any money in the game.
There are enough people in the lower level maps/dgs? How`s the market for new characters?

Hi, Feli. Due to the recent changes that have been happening in the game these past months, gives new players a chance to somewhat catch up to current content. So you can jump right into the end game fun!
Players are always rolling alts, testing out new builds, etc. The pulse for the low leveled dungeons and maps are healthy in my opinion. If you’re having difficulties with finding a party for a dungeon queue, simply send out a /shout, and players will usually respond.
I’m no Marketeer myself, but the market has had over a year to establish. Try to ask around before going out to purchase something with an outlandish price.

depends on what server. on Klaipeda, i usually only see people on West Silulai Woods, East Sililuali Woods, Miners Village, and Nefritas Cliff/Strautus Gorge/Tentans farm. As well as Tenet church (although some are bots). the other maps are pretty dry i dont see many people on those maps.
you dont really use the market until youre 300+ really because most of the gear you get on the Market is worthless (other than the 270+ gear with some exceptions). And you also need a token to to be able to effectively make use of the market and team storage. and Tokens in Klai are 4.6mill Atm, really high. you an get a Practonium for that price in Silute. Tokens are also going scarce. Good thing is theyre dropping price, they used to be 2 mill, then they raised to 6 mill in less than a week, now theyre slowly making their way down.
also with the new patch and DPK removal the prices in the market will drop as it will bea easier to farm stuff, they havent dropped yet but will soon
Not really worth starting again before Rank 9 hits the server (or at least is announced).
Reasons:
population is shrinking each week
market gets flooded with silver/items as long as we don’t have the Necromancer&Summoner patch yet
fishing nets you unique weapon materials, making it harder to earn money through farming&selling them, along with 315 armor from HG
daily Saalus/290 dungeon/ET/grinding is repetitive and boring
game is still infested with bugs and problems
we are still missing a lot of useful improvements
overcoming the wall between level 220 and 315 equip might prove difficult for new players, especially if they are not meta-builds featuring IMCs lovechild Classes
