My Achievement is 460/330 and I did not receive any silver for the levels when I talked to NPC.
The achievement stuck at level 3 is a common thing. Probably a bug that is yet to be fixed but I’m not sure. There is a thread just a little further down approximately 11 hours ago that just asked about this as well. Here is the post:
