is this because someone hit lvl 10 res sacrae last night on Telsiai? 
Sure, instead of fixing the bug with res sacrae, they just limit the max level instead.
This thing is a joke anyway. You need billions of silver and astronomical amounts of sacrificial goods just to improve a few stats and property damage. The corresponding dungeon and quests give plentiful of mats that alone are pointless, they would give talt instead that would be more useful.
