There is no solution. It is bugged.
Drop from bosses wasn’t working when the event started, then they hotfixed and it worked, now after the Silute instability patch it stopped working again. It’s just a mess, might be working on other servers but at least for me on Silute it’s not.
Edit: Working again.
From a technical standpoint, I’m curious to how other people can’t get the event to work. The only way I can think of is that you’ve inadvertently turned in both events.

Today I found one “lucky” char out of four, who can get fragments from catacombs. Had two runs with frags and one empty. Imagine how it feels…
It is not players fault that event is bugged, and no explanation is needed anyway.
Event works, but sometimes you don’t get fragments. Appears to be completely random…
It seems to bug in some instance channels. For all players or not - I can not confirm that because not many players participate in Fool Moon event.
Well getting 500 APs, 2 BS and some buff items everyday isn’t something just for “fooling” around 
Read properly, check properly how you get fragment.
All event bugs gone after maintenance. End of story.
