In brazilian portuguese we don’t say “that will teach you!”, we say “queima quengaral!” and this sound beautiful.

This is a popularity contest. It doesn’t really matter whether they’re new/old accounts. People will contact their friends in this game or in real life to vote for them here, because the prize has some monetary value. I’m sure it’s not easy to find fake votes either, unless IMC really investigates IP addresses. Even then, it’s really easy to make fake emails. Besides, popularity contests are everywhere. Pageants, art contests, any other creative contests. Cheating will be a factor, so will popularity.
One thing I can think of to reduce this to a minimum would be to only allow steam-guard activated accounts to vote. That would mean voting would have to be in-game, similar to the master voting where Miko won. Maybe even a team level requirement of at least 20, or whatever team level you get from getting to at least lvl 440 on one character.

that is a good idea, though i am sure there are factors to be carefully considered before making it possible.
though, i want to believe that competitions are mainly to measure one’s sportsmanship 
how they treat their competitors and their attitude in the field
skill, reputation, and everything else are just secondary
