Once upon a time auto attack damage builds were a thing before mobs had 99999999999 health and you needed to do max damage on skills to kill them. Corsairs with Double Weapon Assault would benefit and anyone else that can buff damage like Priest/Chaplain.
Inb4 they put attack speed on int

Skills that stacks damage/effects (e.g. Frenzy).
Effects (e.g. Toy Hammer) that procs after a fixed number of hits.
Debuffs (e.g. Plunger’s decay) that procs by chance.
I still feel that Quicken’s attack speed boost isn’t really all that impressive.
It’s faster, but doesn’t feel that much faster.

It’s certainly based off latency imo, my Fencer was only capable of doing 1Composee per second back when my regular ping was 300ms.
After a while ping got down to a stable 80-120ms I can unload 2-4Composees per second.
500 is overstatement. my //ping is 130-200. RS does not increase aspd.

Strangely enough Quicken does affect aspd.
And when i have heavy lags, somehow swift step will increase aspd.
Aspd is to make Archers better, because other than Chronomancer Aspd is a status unbeknownst to the most characters, especially Clerics xD

example, a command from your pc to tos server travels at 30ms
to execute 1hit, you send 1command to tos server at 30ms
but on a 300ms pc, you only do 1hit compared to a 30ms pc which already sent 10command to the server
its not about how fast your ingame avatar can shot
its about how fast your pc can send command to tos server, vice-versa.
