Does anyone know what these icons are for? I was under the suspicion that these were related to map completion or possibly quests, but they disappear and appear out of nowhere.

I think it means 100% explored.
I’m pretty sure that’s not it, since i pretty much always explore every map i’m on 100% if possible.
And those compases also come and go and you can’t un-explore a map.

What if this was a marker for places you’ve been in that current day or something relating to the wing chick who gives cards? Usually, I get these from places I’ve been to recently and left to explore another.

but seriously, I don’t understand it lol.
It means 100% explored, but it’s bugged (not a surprise). You have to hover the area with your mouse and then Zoom In or Out, the Icon will show up in that area.
