Objective
It is well know that World Boss is currently being monopoly by certain class in ToS, I would like to suggest this mechanism to allow other class to have a chance the item from the world boss while maintaining “more damage more raward”
The Mechanism

An item (hereinafter refer to damage counter) drop upon the world boss die.

damage counter drop for all of those who damage the world boss.
(alternatively damage counter can be taken from NPC as a quest.) -
damage counter will record amount of damage done by individual player or party damage average
-
the recorded amount of damage will be accumulated as the player will again engage with world boss.

Upon a certain amount of recorded damage , player able to trade the damage counter as current boss item drop with a NPC.
Conclusion
All player able to get boss drop regardless of their class(as some class does small damage).
