From Wizard you should have:
Quick Cast lvl 5.
Magic Missile lvl 5.
Sleep lvl 15.
Surespell lvl 5.
Lethargy lvl 1.
That leaves you with 14 points left for your liking.
Maybe 3 into Energy bolt and the rest into Reflect Shield.
why 3 in energy bolt?

EBolt is a skill you either put 0 points on or enough points for it to be close to instant cast (8 or more), you won’t use it if you have to really cast it.
I’m going for EBolt 0, Reflect Shield 11 and Surespell level 8 with my 14 left points.

Isnt it always 1 seconds? Where did you get that info?
It has 1 second fixed cast time.
At level 10 it still has 1 second, but if you stop the cast at ~0,1 seconds it will be casted at level 1.
Simply put, the cast time is still the same, the cast time for the level 1 cast of the skill is that 1 second divided into how many levels you got in the skill.
Got that info from forums and playing the game, 100% sure.
The full cast time stays the same but each level you put into energy bolt lets you cast lower levels of it quicker.
ie: with five points in energy bolt you can cast a level 1 energy bolt at about half the cast bar. You still have to charge for the entire time to cast a level 5 energy bolt though.
