Just imagine Firewall, Fire Pillar with 50% reduction cd 
You also can max level firewall atribute, since its a rank 2 spell.

i think you are mixing cooldown with cast time…
wiz3 reduces cast time, the times it take to CAST a spell.
to reduce skills cooldowns, only dievs statue (20%cd reduction) and chronos ‘pass’ that reduces every skill cooldowns by 25 s
