i had the assumption that all damage taken while casting spells caused flinching? or is that untrue and you need to cross a certain damage threshold?

Well, will just gonna repost what I answered you on Reddit for the forum people to give comment.
Wiz 3 is a glass cannon type. You focus on amplifying your damage as much as possible using quick cast.
I’m an Wiz 3 Ele 1 now, and this is my build.
- Energy Bolt lv 1. (You will suffer with energy bolt at low level. It will deal around 300 lesser damage per charge compared to lv 15. But it will has a low sp cost. This skill became obsolete when you have more skills.)
- Earthquake lv 15. (for maximum damage)
- Magic Missle lv 5. (you best single hit spell, and crazy aoe damage)
- Quick Cast lv 5. (Your best spell, increase spell damage by 50%, and reduce cast time by 50%)
- Lethargy lv 1. (to combo with earthquake)
- Sure Spell lv 4. (You basically won’t use it for entire duration. Use this to ensure the cast of one spell, and start running.)
- Reflect shield lv 5. (I know this spell is good, but for maximum dps, just get this at low level for utility. It’s better to rely on your party’s reflect shield)
- Sleep lv 9 (I’m putting this as high level as possible so that you have more time for other action after using this. One of your best spell for pvp or to clean up mobs)
Your BnB is
- quick cast->magic missle against a single target (you usually destroy them with one hit).
- quick cast->Sleep->magic missle To deal crazy damage against grouped enemy.
- quick cast->Energy Bolt against grouped enemy, or when your magic missle/sleep overheat/cd.
- lethargy (don’t cast it fully, cast through one segment and release)->quick cast->earthquake. This is your extremely strong AOE spell. Switch the order of quick cast and Lethargy depending on the combo you need after earthquake.
Remember to use Staff type weapon and Vubbe Fighter Gauntlet for a total of +3 AOE Attack Ratio. Get the best magic attack you can as your spell rely heavily on your magic attack unlike other class.
For Wiz C2, I would recommend Earthquake lv 10, Energy Bolt lv 1, Surespell lv 1, Lethargy lv 1, Sleep lv 7, Reflect shield lv 1 and save your skill points (or whatever you like if you will use skill reset) for instant quick cast lv 5 and magic missle lv 5.
Do note that Sleep spell has no cast time. You can release it anytime you want just like Lethargy.
