it seem ur DirectX has problem, try reinstalling DirectX, see that will solve ur problem or not
not ur OS cause im also using win 10 and its working fine. :3

На Винде 10 х64 спокойно работал ТОС. Проблема в DirectX. Необходимо установить 9 версию вручную, а также либо скачать где нибудь, либо скачать x360ce и взять оттуда файл для xinput.
Need to manual instal DirectX 9 and copy xinput file to folder with the game.
It’s not a bug or game problem. If you try to start another game witch is needed in directx 9 you will see such problem.

d3dx9 is DirectX 9. Windows 10 come with DirectX 11. Sometime u need to additionally install DirectX 9.
