Hi, I’m thinking about moving to SA server, I’m from Chile, but… Klaipedia is good for me now. What if I decide to stay in Klaipedia? Will IMC do an IP Block and I won’t be able to log in to Klaipedia again? Or I will be able to log in to Klaipedia without problems.

No, if it was, move to SA dont needed a Ticket, so they give you the choice.
But later if you want to move to SA, you will have to make another Team, instead move your original team, keeping the level of your characters on the new server.
Now if the question is:
There will be somekind of block for people who dont use only english on the global chat?
Maybe. That was the one of the most claims from non-latin people, and now that you have a Latin Server, there is no more excuse to stay on Orsha using latin languages (spanish and portuguese).
YET, this is only a theory, and dont change your gameplay if it happens if you know english.
