i mean if you get it today, you’re getting it at the 198 TP value… so you should get the compensation for it.
of course, that’s only if you keep the token for yourself (or use it on yourself).
if you sell it, someone else gets it.

A. Those using at least one Token at the time of the price change.
B. Those possessing at least one Token within their team at the time of the price change (includes those possessing a Veteran’s Pack DLC unopened in their Inventory or Message Box).
It does not leave much room for interpretation. If you buy 1 token 2 seconds before the price change, you will get compensation.

i would not recommend trying to wait until “2 seconds before” though… because the sale might not complete before you get disconnected due to the servers shutting down. 
but yea… there really is little to no room for questioning, based on the exact quote.
if you paid the 198 TP and still own/use the token, you get a partial refund.
