Less players there = less channels. Low level zones have more channels to handle the greater load of players. That’s what I’ve inferred from looking at the channel lists.
You’d see how Channels 1 and 2 in a level 80 zone has 2-3 pips, but in a level 30 zone there might be 20 channels with 2-3 pips. That’s a measurement of players.
