New elementalist here (wiz3-ele3-warlock), i’m still rank 4 and I found Hail very underwhelming.
Is it because of my rank yet?
The hail is only strongest at boss fight, and at lvl 10 above, that why Elementalist terrible at rank 4, better at rank 5 and strongest, full potential at rank 6 with Hail and Frost Cloud combo.

At max level hail has around 40% uptime compared to around 10% at level 1.
It scales greatly to level.
