It happens to me as well. I cannot form a party, I cannot join a party even when they invite me (sometimes, it works. I don’t know why.) A few people in chat said that you can create a party in certain places, but never specified.
Everyone’s having that problem. Sometimes it goes away, sometimes it doesn’t. Let’s pray to the Goddesses that IMC mitigates this on the next maintenance wave.

A party can be made with 1 player, don’t need someone to accept to create a party
I had this same issue yesterday, I and other party member tried changing channel and trying again, one time the party were made.
