I honestly don’t know why most people don’t max Cyclone, but I believe it to be among these two reasons:

Wastes a lot of skill points, since it goes all the way up to lv 15 (Main reason).

Doesn’t have a good burst dps. It has overall very high skill factor over the 5.5 seconds but it still takes 5.5 seconds to deal all that damage. Meanwhile, Zornhau and Redel can deal a little over half all that damage in 1~2 seconds only (much better burst dps).
A lot of people build doppels focused on boss dps, and cyclone kind of defeats that purpose since it’s better to spend points into zucken / redel / etc for better “single target” dps.
I personally feel it’s a waste, since with shonbi clones you’ll defeat every boss in the game in a matter of seconds (except raid dungeon boss and world bosses). Even against very high hp bosses, shinobi clones deal so much damage that skills like Zucken only add a minor burst dps to your rotation.
To be honest I’m even considering doing a skill reset and completely killing redel as well to have lv 15 Cyclone (mine’s only lv 12, and I regret it) and lv 7~8 Punish (with Zornhau lv 6). I’m still debating on wether or not to max Zornhau, tho, it still needs as much skill factor as it can get to deal good damage in high lvl challenge mode. Shinobi clones + Zwercchau + Zornhau feels like everything i need for a nice boss dps.
Kind of depends what you’re trying to achieve with that character, tho. If you want a overall content character, sacrificing single target dps for AoE dps can’t be a wrong choice. If you want a world boss hunter or something like that, surely Punish is going to be a terrible choice.
My biggest issue with Punish is the way AoE atk ratio works and interacts with it. If you have a higher AoE defense ratio mob standing up, Punish is going to always “try to damage” that mob first. This means, for example:

You have 4 mobs grouped up, 3 are “medium” size, which usually have 2 AoE defense ratio, and 1 is large size, which has 3 AoE defense ratio.

Most large mobs are naturally immune to knockback / knockdown, thus, you can only knockdown the medium mobs.

When you knockdown the medium mobs, you use Punish, but higher AoE defense takes preference over lower AoE defense, so even if the large mob is still standing still, it’s going to suck up your AoE atk ratio and prevent the medium mobs from being damaged.

Since standing mobs don’t take damage from punish, your AoE atk ratio is sucked but no damage is dealt.

If you have 2 or 3 large mobs around, Punish barely deals any damage at all.
I know this is the normal way AoE defense works, but it kind of sucks for Punish.
This kind of issue happens a lot in the lv 300 dg.
