you can also get them from the reward boxes obtained from the current Arbor Day event.

and hunting ground drop it with low chance
also from arbor event random reward

And from Log Calendar sometimes (maybe 1-2 per 14 days). If you do Arbor event every day and stay connected so you get more boxes, the chance of getting a Golden Anvil is pretty high.
