Gems are rare, very rare. How many Dandel you killed? If more than 30.000, something may be wrong, if less than that you should just kill more.

It’s, obviously, dropped from Hauberk.

You’ll need to re-roll, and re-do the Demon Prison quest line if it fails to drop.
