Seriously, these bots are just going to get to level 40 and do the same thing… Post 5 messages in half a second, before you even get a chance to block them.

You forgot there are instance dungeons around this level (I heard Orsha have one for level 35~40) and Tenet (for level 50), so megaphones help those people advertise their party recruitment.

I’m not saying they should increase the required level, but a cooldown would largely solve the nothing-but-bots-in-shout problem.
Even if it’s only 5-10 seconds, it would be enough time to put them on your block list before they send another message.

Cooldowns have limited effect on them because they would just ad few more spam bots in between the cooldowns and the situation would be all the same.
This level limit apparently prevents the spam bots being able to do so within that 2 hours refund time limit. Which means they have to at least pay for their advertising and make it less profitable, hopefully not profitable at all, during the early access.
