Because that’s a private server modded file, and/or a edit for fun, and not an official headgear. And probably considered a bit on the inappropriate side considering the rating of the game.
Not that the original headgear looked much different since we all called it a golden diaper anyway.

Riiiiiiiight. Because stylized art is the same thing as having pantsu as a headgear. Not like there’s ANY controversy associated with that whole subgenre of fetishism.
That NPC’s picture IS a bit on the fanservice-y side, but honestly as someone with a chest size in the same range as that NPC anything you wear—even a basic T-Shirt becomes v-necked. It’s on the realistic side which is funny. I get so tired of the comments on things like this. The art style actually reflects a fairly tame style compared to a lot of the crap I see in other games.

Only if it starts to show the Areola. I’ve seen many dresses that are tres chic and haute without being trashy that shows the upper part of the female chest to an extent or the cleavage.
