If I’m not mistaken, the Q&A answers your question. When they’re able to roll out the system to report RMT users for the Market, they will open up the game to new players.
The admins said it will probably be next week after the maintenance.
According to their Q&A, it’s expected that they’ll re-open next week.

you guys confirmed that it will be open THIS WEEK and now you’re saying that’s not true?
Technically they did not give a specific time they would open, they just said sometime after the Market reporting function is added. This could be hours, days or even weeks from now.
aka as “keep hoping new players and someday you’ll be able to play this game”
I don’t like how they handlin this probllem
