Im new to the game so i wanted to ask when do you get fortune coockies and xp tomes? I am currently lvl 80.
do you get it just on events or can you get it on a specific lvl?

Go to Event Notice Board (3rhs at Klaipeda, right below Wings of Vaivora npc). If your ToS team was created after 8th may, you will get the box from this board, which you can open at respective levels.
