That is a guild tower, for KruvinaLatina it seems. It lets you access guild features presuming you are in that particular guild.
You can also be like some questionable gamers and try to sell the location to their ‘enemies’ via world chat. 
Its a Guild tower.
Some guild put it there to try and hide it well.
Well, now you just ruined their idea lol.
you should just reply to that poor people and tell them to relocate their tower before they get doomed.
