What is this skill from a Rodelero-Fencer?

Can someone tell me what is this skill that the Rodelero-Fencer is constantly using at 1:55?

There is a Rodelero skill that looks like this one, named “Shield Charge”, with 5 seconds duration and 40 seconds cd, but the guy in the video is using that similar looking skill without stop, like it has no cd.

It is shield charge, there was a bug with it where you could shield cancel it (with C) and reset its CD, it’s been patched now though. ( Since 25th Feb )
