What is the best pvp wizard and what stat ratio should i pursue
Stat of choice for PVP is either full CON or mostly CON. Not sure why best pvp wiz class is, but Psychokino is really good vs Plague Doctor. You could try Wiz C3, Psycho C3 and Warlock
or Cryo C3 and Psycho C3, that way you still have freeze and you can stop Doctor from preventing your freeze.
