I guess it means that even if you buy it today, you won’t be able to access the server right away, you’ve to wait until 29th March.

Don’t worry, is bad redacted if actually means that you wont have access till the 29th of this month, for what it says and how was wrote it can be understood as if you may not be able to get access to founders server for an unexplained reason.
