Can someone explain to me quickly what does it mean when on builds they say 3:1 STR . DEX
from wat i understand. its investing 3 pts of STR per 1 pt of DEX… its a ratio…

its the Ratio between the STR and DEX Stat Point Distribution. Basically in this case it means your STR Stat should be all the time 3 times as high as your DEX Stat.
for example if you have 4 Stat Points to distribute, you put 3 into STR and 1 into DEX.
This. And ratios are bad since there are no cookie cutter builds and each player has their own playstyle/preferences. Also if you want to use ratios you should take into account gear and gems that you plan to use at endgame and that usually hurts your early game alot.
