I spoke to the Wings of Vibora NPC and accepted my cards for kills and map exploration and 3 of those cards were Lv13 EXP Cards. I’m currently Lv204 on my character and catching up on quests around Lv60 to tidy up my quest log.
Happened to me as well (as soon as servers went live for R8).
One of the low-level mobs you encounter in the game (especially if you explore a lot) is being counted/seen by the system as a high level monster, hence your Lv13 card.
IIRC: I think it’s a Vubbe related mob, not so sure.
If you have done the halloween dungeon event, the monsters in there have kill totals at vibora that give lv13 exp cards as rewards.

Right on! @Merkural this is the most likely scenario for you, given that it’s been a while since R8 launched, you probably didn’t experience it the same way I did. 
Alright thanks I do have the add on to show kill counts and I might’ve just missed it.
