What debuff rank is Oracle Death Sentence?

Is this skill a rank 1 debuff and can therefore be blocked with dispeller scroll and removed by basic cure? I don’t mind if it’s a rank 2 debuff and can be blocked by plague doctor, but if it’s rank 1 it’s a pretty big deal breaker…

Also, I know it doesn’t work on bosses.

It has been rank 3 for some time,but then devs nerfed it to rank 1. Apparently it was too strong at higher ranks requiring very specific class to purge it.
