Get mission from wedding planner to talk to mayor at Cobalt Forest
Go to Cobalt and walk everywhere no NPC.
remember that in the cobalt forest questline, the mayor(?) was evil and u killed him because he was a ghost that tried to kill you with some big monsters.

Same thing happened to me except mine was supposed to go to the Old Man of Andale Village in Vieta Gorge. No NPCs anywhere on that map.
Edit: just realised you can discard the invitation so you can still use the character tomorrow.
Same Issue except needed to see the old man of andale village npc in veja ravine. Place is empty for me as well.
