one more question, If the design is a 100% CERTIFIED WINNER, but the gimmick is not feasible, would you still consider it as your pick based on design only?
since we as cannot gauge as to what extent the gimmicks that would be considered too radical. (example: lightning auras on the weapon, blood drip effects, fire effect on the weapon)
Can’t 100% sure about that since the pick is done by the devs and the design. However I think most part the design I think. Since its the Weapon Costume festival after all.

how about quality? do we have to submit finished work or sketch is just fine?

the quality shouldn’t matter for submission, a sketch should be fine too. But do take note that since this is a design contest, the presentation will definitely be taken into account when they are looking for whose design to pick
