if is a hack so you will probably get banned. But its not really affecting anyone else. Won’t it be more or less a mod actually?

It gives you advantage over the players who don’t use it.
As has been stated earlier, the ‘zooming’ feature is to gamebreaking to be considered just a mod. It is a hack, straight up.
The reason for this is that players who do not use it are at a severe disadvantage. Saying they are not affected is wrong as you can snipe mobs / attack players from longer distances than they can.
tldr;
Dont use it.

Cheating and hacking are not synonymous, regardless of how badly people want them to be. The difference between a mod and someone hacking is not reliant upon how “gamebreaking” something is.
While some online games do openly support mods, such as World of Warships/Tanks, most games do not. In a traditional style MMO like ToS, any 3rd party application or modification to game files will result in a ban, possibly permanently. The zoom feature is limited and most of the reasons have been posted above. The only way to have more zoom would be to increase your resolution. ToS has full support for 16:9 and 21:9 resolutions. If your monitor is limited to 1080p and your GPU can handle it, try enabling supersampling through your GPU settings. This will be called VRS or DRS depending if your GPU is from AMD or Nvidia. It works to artificially create a higher resolution, though it will be as taxing on your pc as the actual resolution will be. Say if you’re getting 100 fps on 1080p, if you scale it to 4K you’d likely be looking at around the 30 fps range. Make sure your drivers are up to date and you will find this setting in either Radeon Settings or GeForce Experience.

Obviously any modification to the game (unless stated as allowed like Addons in ESO) isn’t allowed.

There bot and hack programs out there for less then 20 bukcs… people are spmming them atm.

a zoom mod gives a clear advantage over people who dont use it, therefor its not allowed.
think of it, zoomed out u can see the biggest density spots and all the colored mobs before anyone else does.
