All I can say is that until 230 you won’t face him again, not sure after that.
actually im 280,and have few char lv 200+,but i met this boss too soon,never met him again,maybe i forget some sub quest?
Actually you don’t meet him outside of Gate route? There’s no way you can fight him…
The game is open for new content so you might see him again someday 
He shows up in the main quest in Seir Rainforest, empowers that big boss you have to kill, then leaves.
He also shows up in some other games with a slight different physical appearance.
You can fight that boss anytime you want at Siauliai
