I’d think so.
I got Bubble Wrap on my Sahdu doing party quests for the Blue Hair achievement.
Got it on my final quest (25), and it was “The Enemies Smell” where I had to kill a boss in Tenet Garden.
I also ran it 25 times on my Chronomancer for Blue Hair. All 49 other cubes only gave me (red/blue/yellow/green) gems.
As a side note, I’m able to do Emotes / Sit while Attacking in OoB, so I was kind of excited to play with Bubble Wrap while OoB helping the party.
But since it’s a second-hand item, it actually causes my OoB spirit to start popping the bubbles, and not my real body. So I can’t have fun while DPSing at the same time.
