You need to be female to be a Miko.
male-> Gender change to Female -> become Miko -> gender change back to male (Kannushi)

Yes you need to be female to unlock Miko, but having the voucher getting consumed without doing anything when you’re male is a severe bug. You should get a message stating that you cannot use the voucher instead.
