I am around lv60 area(Great King something), It take me literally 3 minutes to pick up a clump of grass.
Everything that interact with NPC now require alot of time between when you click it until it respond to you.
Took me and a friend 5 minutes to turn in 1 quest, after that to pick up the following quest it took 5 more minutes. Then if the quest was a loot quest it took 15 minutes to actually get the items for the quest from the enemies.
