Venier not working as intended?

Bug Description :
Venier seems very lackluster as compared to other rapiers.
I understand that the PA is low but the +286 Holy property attack seems to be missing from basic attacks? Can any Venier users verify as well?

just get yourself a cafrisun set/sacrament buff and check if that holy attack is applied to additional hits
