Talking about missing NPC, Goddess Vakarine in Demon Prison District 3 is missing too
I see that someone else has this bug as well. This is happening in Varena too. Hopefully this will be resolved soon. Posting screenshot.
Validating files didn’t seem to help, nor did restarting the quest 3 times over… oh well 
PS: There was a group of 6-7 people earlier all saying the can’t see him.
Yes, confirmed bugged. Can’t proceed on Main Quest.
As suggested by a reddit member on my post there what you could do is - go to Klaipeda - buy an Orsha teleport scroll from the item vendor and start the main quest line on that side.
I thought the Orsha quest is independent of the other quests and doesn’t reward stat points? It would kind of be a waste to not get the Crystal mine stat points… I may be wrong though since I’m following the old jiggajack guide and always skip the Orsha quests.
It wouldn’t really matter much since well … that side bugs out half an hour in as well it seems (Large-Scale Search Operation). I just ran through it QQ

try camping on the spot for a bit and wait until he magically re-appears. dunno if that still applies to this since we had the exact same quest bugs back in august. could be worth a shot.

I have the same issue, and i think is not just this one, I make a char in Orsha region, and tried to complete the quest " Large Sacale Search Operation " but i couldn’t, seems like some npc or main quest, even some secondary quest as I was reading in the forum are bug, how we are going to continue with main quest bug?
You should fix this as soon as possible.
Main quest bug its a real issue…
Cant really just pass by.
I tried to lvl just doing the secondary, but almost always the main quest unlock more secondary quest, so it’s impossible to continue 
Ohh y well i just proceded opening the next maps and went to kuro jungle quest line hoping that tomorrow this will be fixed and i can properly proceed
Amazing thing: Kuro Jungle Main Quest Line is also broken cuz u cant see the NPC after u find the merchants with Lawly the Doggy… -.-
Would be easier to list the quests that are NOT broken.
