I think use megaphone like a consumable (open a different messege box) would be better (give the sensation theres not the right place for just chat).
I would prefer they remove megaphone and instead when one use shout it consume stamina instead, this will make a less spammable chat if the consumption is 5 or more stamina.

I agreed with you, but with more stamina consumed, like 15+.
Well it would need some work on it since its situational, i mean, at lower levels we only have 25 stamina, so we could only shout 1 time per 20 secs(?), but at higher levels where we get gear and buffs that increase stamina we are able to shout more, or, we keep the megaphones, but there would be a CD to it, lets say 15 or 20 seconds per shout.
