weapon change npc can not be used, eligible weapons cannot be placed into the ui window for exchange

That’s probably because you only have 30 days to change your weapon from your first login after the Re:Build update. If you logged in day 1 (Jan 15th), then by Feb 14th you’re no longer allowed to change it anymore.

Event is listed until march 5th, no where in the event notice does it list a time limit for exchange.
Weapon is still flagged as exchangeable and nowhere in that flag is a count down timer indicating a time limit, neither is there a 24 hr notice timer similar to other timed items indicating it will expire.

Don’t expect clear communication from IMC. A few days prior the Re:Build update they had to correct their text regarding Weapon Change from +5 enhance or +5 trans to +5 enhance and +5 trans. It is stated on your weapon “available for 30 days”, though. Countdown timers are only applicable to expiring items, which it wasn’t the case, since only the Weapon Change service expired. It would be very helpful if they actually added a countdown timer near the message, but…
IMC’ed I guess… Hope they let you change your weapon anyways…
Hello. I got the same “bug” and have sent ticket. I don’t know whether it really has 30d time limit as Draconid said, but what they replied to me was to uninstall all add-ons and verify game integrity…

Haven’t tried their suggestion due to not being able to play today, would you like to try it first and then see whether it works or not?
addons aren’t the issue, I’ve run this on a clean client already. That’s just their standard automated generated response for every issue that crops up.
If I use a different weapon I have exchanged already its saying
“This item has expired or cannot be registered.”
But no system message if I use a 30 day flagged weapon. 
Edit: my friend returned yesterday and I asked her if shes able to exchange weapons, she is not.
if she drag and drop 30 day flagged weapon nothing happens.
