If you don’t take Peltasta, I personally won’t recommend you to take Hoplite from rank 3-4.
Hoplite is best to take at c3 now because of spammable Throwing Spear for grinding purpose, unless you wanna go for Cataphract at rank 4+.
Finestra is a buff that works best with shield user. Finestra is one of the reason why people bother to go Hoplite. You are basically an offensive tank with Finestra. It gives 10%-30% block and bonus critical rate. With Peltasta, you will get additional passive 25% block and bonus evasion from Guardian buff.

If you wanna go PvP, I will vote for Barbarian because it gives you tons of quick burst damage. In PvP, the one who can deal the biggest amount of damage in short amount of time will have the upper hand. Barbarian also has CC (stun) with fast animation which is even better.
For PvE, Highlander is my choice. In PvP, Highlander can also deal damage by spamming Skyliner. However, it’s not like the enemy will just stand in their place like a moron knowing very well they will get smashed by it multiple times. Highlander doesn’t have instant CC.
Sorry, about this, I can’t reveal the specific to anyone besides my guild member. I’ve spent days, weeks, researching and trying out possible builds, with specific equipment setup & gem enhancement, with specific status build. The clue is, the build can deal tons of damage while tanking in both PvP-PvE. For me, it’s one of the strongest builds possible for Swordsman that is only possible because of “certain conditions”.
But I can give your brother a suggestion for his Templar.
If he wants to focus on PvE, these are his choices : Highlander, Corsair, Peltasta, Hoplite, Doppel.
If he wants to focus on PvP, these are his choices : Barbarian, Cataphract.
