its unblocked but some ISP IP are blocked like telkomsel and perhaps many other as well. in telkomsel case some IP are blocked but only little are not.
i dont know who blocked who in this case though.
dont even bother contact ISP support cause they will just say sorry and try another ISP,i already did.
try using indosat or indihome
or like me keep refreshing your network till you got the unblocked IP 
edit:blocked in chat server, not in game. i thought all ISP are unblocked already but in telkomsel case some IP wont let you join chat server. so you can still play the game but no shout,dungeon queue, or party/guild/whisper chat. normal chat still work though
yeah it’s not blocked anymore, just try checking ToS in steam store, you can load the page without vpn anymore.
tho like what the guy above me said, some ISPs are still blocked in chat server for some reasons.
for example I still have to use vpn if I use XL, I can’t chat in party/guild/whisper and queue dg without it.
…while this doesn’t happen at all if I use another ISP, like Firstmedia.
so if u still can’t access the game I suggest you to try using another ISP (or use vpn I guess. lol)
or send a ticket, maybe something happened to your account
