why i cant add a new topic under Fan Art Catagories while i able to create new topic in any others catagories . Thanks
New accounts need a few posts around the forums before they can submit to that sub-forum. ( approximately 2~5 posts ? ) It’s a spam prevention method. 
This means that i need to write something else in the forum in order to submit a artwork 
You could try checking now, i’ve seen a few people able to create a new topic after having 2 new posts in any other section of the forums.
